Do I need an asbestos survey before a roof tear-off in Fresno?

Almost certainly not, if you own a single-family house. District Rule 4002 applies to regulated facilities, which means commercial buildings and residential structures of more than four living units, and a survey and District notification are required there before a tear-off that disturbs more than 160 square feet of suspect material. One house is excluded. If a contractor has put a survey line on a tract-home bid, ask which rule it cites.

Does Fresno actually get hail damage?

The compliant waterborne replacements work well, but they need a real cure window, which is why we will not coat a roof here between November and February.
